Years ago, the way I used to get penpals was by buying kids magazines which had penpals sections with names, addresses and ages (From both the UK and abroad). I don't know if they still do that in kids magazines today, but its worthing buying a few to find out. Otherwise, I can't think of anyway to find out about penpals. As you know, most of the kids today tend to use Twitter, Bebo, Facebook etc to communicate with people all over the world. It seems to have taken over from the penpal thing.
